TaskAdapter 3.9.5 release

Changes list:

there was an old bug fixed in 2010:

load a task from Redmine with some estimated time and an Assignee, export it to an MS Project file. the “estimated time” is saved into “Duration” field in the MSP XML file, but it is not visible when I open the XML file in Microsoft Project. note: tasks without Assignees set have proper “Duration”.

this fix was later lost during one of MSP refactorings. restored this fix.
